HOLDEN BOARD OF SELECTMEN
MEETING MINUTES
OCTOBER 19, 2009

6:30PM                          Memorial Hall

Present:                Chairman Kimberly Ferguson, James Jumonville, Anthony Renzoni, David White

Absent:         Kenneth O’Brien

Others Present: Brian Bullock, Town Manager, Jacquie Kelly, Assistant Town Manager, Robert Martin, Town Counsel, Elizabeth Helder, Recording Secretary

Chairman Ferguson opened the meeting at 6:30PM. The Board participated in the Pledge of Allegiance.
The Board paused for a moment of silence for the passing of Bill Hale, a former Selectmen who served six terms with the Board.

Selectmen Licenses and Permits

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A PUBLIC ENTERTAINMENT LICENSE TO JODI NENNINGER ON BEHALF OF THE DR. LEROY MAYO ELEMENTARY SCHOOL PTA FOR MAYO CRAFT FAIR, OCTOBER 24, 2009 FROM 9:30AM – 3:30PM.

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A COMMON VICTUALER LICENSE TO JODI NENNINGER ON BEHALF OF THE DR. LEROY MAYO ELEMENTARY SCHOOL PTA FOR MAYO CRAFT FAIR, OCTOBER 24, 2009 FROM 9:30AM – 3:30PM.

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A COMMON VICTUALER LICENSE TO DEB WESTERBACK ON BEHALF OF ORIOL HEALTH CARE INC. FOR A BAKE SALE, OCTOBER 24, 2009 FROM 11AM – 3:00PM.

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A PUBLIC ENTERTAINMENT LICENSE TO BONNIE PRESCOTT ON BEHALF OF PRESERVATION WORCESTER FOR THE TOUR OF HOUSES, JUNE 6, 2010 10AM – 5PM.

Selectmen Appointments

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO REAPPOINT RICHARD P. DENAULT, 51 CENTERWOOD DRIVE TO A TERM EXPIRING OCTOBER 2, 2012 AS CONSTABLE WITH THE TOWN OF HOLDEN.

Sel. White asked the Administration to look into when the terms of appointment for the remaining constables in Town will expire.

Town Manager’s Miscellaneous

The Manager announced that the Mid-State Regional Dispatch Study Committee and the Rutland Emergency Communications Center have received a MA 911 grant in the amount of $50,000 to study the feasibility of creating a regional 911 answering point and communications center.  The center would serve thirteen communities in northern Worcester County.  The focus of the study is to evaluate potential improvements in service and potential cost savings that could result from consolidating 911 and emergency radio dispatch services into a single regional entity, and to learn and understand the feasibility of transitioning from the systems currently in use.  The towns included in the Mid-State Regional Dispatch Study Committee include Barre, Berlin, Boylston, Fitchburg, Holden, Lancaster, Lunenburg, Princeton, Sterling, West Boylston, and the Rutland Communications Center (serving Hubbardston, Oakham and Rutland).

The Manager informed the Board that Sharon A. Lowder, Assistant Treasurer/Collector has successfully passed the examination and met other requirements for a Certified Massachusetts Municipal Assistant Treasurer.  The Certification represents many hours of training, study, and testing.  The Board congratulated Ms. Lowder on her achievement, her dedication to the Town of Holden, and for her continued commitment to meeting high professional standards.  The Board asked the Administration to prepare a “Hats Off” award to Ms. Lowder.

The Manager shared a note received by Jane Dutton, Library Director from a patron thanking the library staff for making their trip a pleasant and helpful experience.  The Manager also announced that Ms. Dutton would direct a production of “The Belle of Amherst” to be held October 24th and 25th at Worcester State College.  All proceeds will benefit Abby’s House.

The Board reviewed the Revenue and Expenditure Reports for the period ending August 2009 as prepared by Lori Rose, Town Accountant.  The September Water Sewer Report was made available to Board members today in their in-boxes.

The Manager provided the Board with copies of the “Do Something” questionnaire for those individuals who expressed interest in serving on the town’s new Agricultural Commission.  The Board agreed to interview interested candidates on October 27th from 5PM-7PM.  The Administration will forward a letter from an ad-hoc group with a list of agricultural suggestions to the Board for their review.

Halloween Trick-or-Treat Hours

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO SET HALLOWEEN TRICK-OR-TREAT HOURS FROM 4PM TO 8PM FOR SATURDAY, OCTOBER 31, 2009.

The Manager said that extra bike patrols from the Holden Police Department have been scheduled during this time period.

Sel. Subcommittees

Sel. Renzoni: Holden Tomorrow Implementation: Has not met.  Working to establish a mutually convenient time to meet.

Sel. Jumonville: Memorial Day Parade: Next meeting: 10/21 at 7PM in the Starbard Building.
Civil Service Study Committee: Will meet November 3 at 7PM at the Starbard Building.

Sel. Ferguson: Affordable Housing Partnership: Has not met.
Town Manager Search:
 
Sel. White: PSBC: Conducted its first building site walk through at its 10/7 meeting.  Steel will be arriving on site soon.  Next meeting: October 21, 2009.

Sel. White reported that he attended the Wachusett Rail Trail re-dedication ceremony several weeks ago.  Dedicated volunteers rebuilt the trail for all to use and enjoy.  The Manager concurred and said that much of the credit for the work performed on site goes to Rich Dewitt and his DPW crew.

Sel. Miscellaneous

Sel. Renzoni: 1. Had an inquiry from residents on Doyle Road regarding a large pothole that formed at the Holden/Worcester line on Doyle Road.  The Manager said that the pothole was located in Worcester and would be addressed by their DPW.

Sel. White: 1. Mr. Shuris will meet with the Worcester DPW on 10/20 regarding the West Mountain Street water meter.
2. Mr. Shuris will schedule a meeting with the McLoughlin sisters regarding the manhole noise issue.
3. The Manager said he would like to try to install a message board at the Holden/Shrewsbury Street intersection by the HMLD.  Viewers will be able to express their comments regarding the placement of the sign when the sign is erected.  Sel. White said that it is his desire to also place a message sign at the site of the new Public Safety Building.
4. Salisbury Street retaining wall contractor will be on site this week to finish the project.
5. Skate park parents have met and will hold a public meeting on November 10th at 5:30PM in the Starbard Building.
6. 858 Main Street will be repaired by the DPW.

Citizens’ Address

Denise Cummings, Princeton Street, informed the Board that she was the author of the agricultural letter that the Board had referenced during Sel. Appointment discussion.

Selectmen Minutes

Motion by Sel. White, seconded by Sel. Jumonville, it was VOTED 4-0 TO APPROVE AND HOLD THE EXECUTIVE SESSION MEETING MINUTES OF SEPTEMBER 8, 2009 AS PRESENTED.

Motion by Sel. White, seconded by Sel. Renzoni, it was VOTED 3-0-1 WITH 1 ABSTENTION TO APPROVE THE MEETING MINUTES OF SEPTEMBER 8, 2009 AS PRESENTED AND CHANGE THE NAME TO BRALEY ON PAGE 3. (Abstained: Jumonville.)

Motion by Sel. White, seconded by Sel. Renzoni, it was UNANIMOUSLY VOTED TO APPROVE THE MEETING MINUTES OF SEPTEMBER 21, 2009 AS PRESENTED.

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE AND HOLD THE EXECUTIVE SESSION MEETING MINUTES OF SEPTEMBER 21, 2009 AS PRESENTED.
